Shimy Steinberg is the CEO of Assured Managed Care, known for driving growth through disciplined execution and deep market insight.With a foundation in skilled nursing and managed care, he understands what providers need to succeed in a competitive, fast-moving environment.
He began as Director of Marketing for a skilled nursing facility in Queens, NY, maintaining full occupancy for over a decade. He later served as Chief Marketing Officer at a managed care consulting firm, helping scale the organization 30x over seven years.
Today, he leads with a focus on innovation, scalability, and measurable results.

Israel Levovitz serves as Chief Operating Officer, bringing deep operational expertise in managed care within skilled nursing environments, including strong fluency in managed care contracting, and a disciplined, systems-driven approach to execution.He understands firsthand the urgency behind admissions, the importance of timely authorizations, and the financial consequences when processes fail. His knowledge of payer relationships, contract structures, reimbursement models, and network strategy strengthens operational performance while supporting sustainable growth.

Connie Phelps, RN
CHIEF CLINICAL OFFICER
Connie Phelps, RN, serves as Chief Clinical Officer of Assured Managed Care, bringing nearly three decades of leadership in managed care, case management, and clinical operations. A graduate with honors from the LSU Nursing Program in 1996, she has built a distinguished career driving meaningful change across every organization she has served.In 1998, she developed the Managed Care Department for Millennium Health Services and served as Vice President of Patient Services. She then dedicated more than 25 years to CommuniCare Health Services, where she advanced through multiple leadership roles and most recently served as Vice President of Case Management and Managed Care.
Connie joined Assured Managed Care in 2025 to collaborate with seasoned professionals in delivering the highest standard of service to clients and patients. She brings deep clinical oversight and executive leadership focused on maintaining disciplined, compliant, and high-performing processes.
